RESOLUTION #1 – RELIGIOUS FREEDOM

Whereas … Stated in the 1st Amendment to The Constitution, Congress shall make no law regarding the establishment of religion or prohibition of the free exercise thereof; and there is nothing in the Declaration of Independence or the Constitution of the United States affirming the modern idea of separation of church and state; and the “separation of church and state” phrase did not appear until Thomas Jefferson’s letter to the Danbury, Connecticut Baptist Association in their concern over a law about another Christian sect being the official religion of that town:
Therefore let it be
Resolved … That the Republican Party of Colorado recognizes our founding on Judeo-Christian principles and therefore there shall not be a separation of government from religious influence.
RESOLUTION #2 – RELIGIOUS FREEDOM

Whereas… It is a proven fact that homosexuality is the predominant factor in the spread of the HIV virus, hepatitis B and other destructive diseases leading to a shortened life span; and God’s word states homosexual acts are an abomination and recognizes that marriage should between one man and one women:

Resolved… That the public schools of Colorado shall teach only the traditional marriage life style in any grade.
RESOLUTION #7–EDUCATION

Whereas… In order to motivate and direct students to higher standards of learning and discipline in grades K through 12 of Colorado:

Resolved… That we should put God back into the classroom by daily recitation of the Pledge of Allegiance; that “Under God” remain in the Pledge; and silent prayers and mentions of God be allowed by the students.

RESOLUTION #10–SECOND AMENDMENT

Whereas… Article II, Section III of the Colorado Constitution establishes the inalienable right of persons to protect and defend themselves and their property:

Resolve… That the Colorado Republican Party endorses the legal protection, including criminal and civil immunity, of persons using any and all necessary physical force, including deadly force, against threat of serious bodily harm or imminent death including, but not limited to a persons dwelling or automobile.

Whereas… Suicide bombers calling themselves Palestinians have engaged in terrorist acts that have murdered innocent people in Israel, and their leaders have endorsed and encouraged such murderous terrorist acts and activities:

Resolved… That all people considering themselves Palestinians be given safe passage to the Arab country of their own choosing never to return to or have any claim to any land in what is called The West Bank and The Gaza Strip. Israel then should be supported by the U.S. in securing its borders with as much military strength as necessary to ensure its safety into the future.
RESOLUTION #16—PUBLIC EMPLOYEES RETIREMENT

Resolved… That the Colorado State Legislature shall make no significant changes to the Public Employee Retirement Association’s Defined Benefit Plan that would have the effect of eroding the quality of retirement benefits for present and future public employees in the State of Colorado.

RESOLUTION #19-STEM CELL RESEARCH

Whereas… Since 1995, Congress has explicitly prohibited the use of federal funds for research in which embryos are destroyed; and stem cells are also being successfully obtained from non-lethal sources such as umbilical cord blood and placentas:

Resolved… That the Republican Party support the position that United States Congress should pass a complete ban on human embryonic stem cell research.
RESOLUTION #20-FAMILY AND CHILD PROTECTION

Whereas… Accountability and oversight for County and State Child Protective Services must be improved, enforced and audited for compliance with existing state and federal laws; and whereas children are 10 times more likely to be abused in foster care and 6 times more likely to die in foster care than in the general population. (National Clearing House for Child Abuse and Neglect):

Resolved… That our elected officials take immediate action to ensure family preservation efforts be implemented first and foremost, by Child Protection Services agents.
RESOLUTION #21-UNITED NATIONS

Whereas… There is talk in the United Nations of creating a “UN Petitions Council”, where groups like the ACLU, Planned Parenthood, or environmental groups who fail to enact their schemes through the U.S. Congress, would be able to petition the UN to impose them on us anyway; and also talk about creating a International Organization that would compel our government to hand over private tax records and tax us directly to support the UN; and since money given to the UN “Oil for Food Program” went to a corrupt government:

Resolved… That the Republican Party stand on the proposition that the United States cease all funding, support and treaties with the United Nations.
RESOLUTION #22-ENGLISH AS OFFICIAL LANGUAGE

Whereas… History proves that no nation can survive the tension, conflict and antagonism of two or more competing languages and cultures; and English is the world’s most common business communication language; and over 100 different languages through out the USA are unraveling the foundation of our educational system and our nations cohesiveness:

Resolved… That in order to ensure an acceptable level of assimilation that the Republican Party and The Colorado Legislature establish English as the official language.
RESOLUTION #23-REPUBLICAN PARTY

Whereas… Republicans have a long rich history with basic principles: Individuals, not government, can make the best decisions; all people are entitled to equal rights; and decisions are best made close to home. The best government is that which governs least. As Republicans, we acknowledge and respect the honest convictions that members of our party hold on issues of privacy, personal freedom and individual choice. What unites us a party is the right to hold, and mutually respect the differing positions and beliefs on these matters.

Resolved… That Colorado Republicans support a plank in the national platform that promotes unity and respect as well as the rights of the individual and personal responsibility.
RESOLUTION #24-HOMEOWNERS ASSOCIATIONS (HOA) ACCOUNTABILITY

Whereas… Homeowners associations are prevalent and their actions impact property values, property rights, living environment, and personal rights of the residents; and many of the HOA’s have abused their power, disobeyed the law, and generally acted in ways harmful to their members and have failed to meet their fiduciary duties:

Resolved… That the Larimer County Republican Party urge the Colorado General Assembly to cause HOA's to be legally accountable to their members such that members harmed by the HOA’s action can take pro se legal action through the court to recover damages, remove board members, and apply the same level of accountability generally expected of all levels of government.
RESOLUTION #25-JUDICIARY/2ND AMENDMENT

Whereas… The 2nd Amendment is basic to the existence of a free society; and guarantees the individual citizen the right to keep and bear arms for the defense of his person, home and nation.

Resolved… That the Republican Party defend 2nd Amendment rights by selecting judges that do not believe the Constitution is a “living document” to be changed as they see fit.
RESOLUTION #26-JUDICIARY/ABORTION

Resolved… We support the appointment of Judges who respect traditional family values and the sanctity of innocent human life.

Whereas… The Constitution created a Representative government, a Republic, but if the Judiciary make laws, we are no longer a representative government; and the Judiciary in the last 40 years has a maintained a regular practice of inserting the will of the minority, and has clearly become the dominant branch of government; and has made decisions disregarding public interest and basic legal procedures; and has absolutely flaunted the Constitution; and they have disregarded these principles, are usurping Constitutional authority, are out of bounds and need to be removed:

Resolved… We as Republicans in order to defend the U.S. Constitution call upon the House of Representatives to draw up articles of impeachment against those Judicial Members who have violated the Constitution in a flagrant way.

Resolved… That the Republican Party returns to exercising strong fiscal responsibility and conservative spending policies and supports reform of the I.R.S. and the adoption of a simplified tax structure, including the possibility of a flat tax or a national sales tax.

Whereas… That the Republican Party used to be known as the party of fiscal restraint and should be again; and tax cuts that are unsupported by spending cuts are only a tax deferment to burden future tax payers; and the only true tax cut is a spending cut; and pay-as-you-go rules enacted as part of the 1990 Budget Enforcement Act were highly effective in enforcing fiscal restraint in the 1990’s:

Resolved… That pay-as-you-go rules should be again reenacted and should apply to spending (entitlements and subsidies) and if necessary to taxes in order to regain full fiscal responsibility

Resolved… That Judeo-Christian, value based Constitutional conservative Americans seek a Constitutional Amendment limiting the U.S. House to three 4 year terms and the U.S. Senate to two 6 year terms.

Whereas… Ultra low interest rates and creative financing has misled an entire generation; and senior citizen homeowners are struggling as their property tax bills soar; and bankruptcies and home repossession applications are running double digit ahead of previous years; and millions of people are on the edge of a financial precipice.

Resolved… That Referendum C revenues be applied to affordable housing programs to back fill federal cuts in Community Development Building Grants.
RESOLUTION #33-ECONOMIC DEVELOPMENT

Whereas… America’s and Colorado’s emphasis on economic vitality is focused upon consumption-led growth; and the United States consumes between $600 to $700 billion a year more than it produces and must borrow from abroad to finance its excess consumption; and other major global economies are net sellers, depending directly or indirectly on U.S. bound export for much or all of their growth; and U.S. and State government’s should give industries incentives to produce export goods.

Resolved… That an Economic Vitality Tax Rebate Incentive Program be created for Colorado Employers to provide Colorado citizens with good paying jobs with benefits.
RESOLUTION #34-PROPERTY RIGHTS

Whereas… The rights and privileges of private property ownership should not be infringed by government entities:

Resolved… That Eminent Domain shall not be used by an entity for the taking of or the reduction of enjoyment and usefulness of any private property without just compensation which includes the sum of both fair market value to compensate for lost property value and a value determined by a jury of the property owner’s peers to compensate for loss of personal value.

RESOLUTION #39-ABORTION

Whereas… It is in the best interest of all citizens to keep unsafe medications off the market; and in a Public Health Advisory issued March 17th, the Food and Drug Administration (FDA) confirmed the deaths of 2 more women following use of the abortion pill RU-486 (Mifeprex). The FDA, a government agency responsible for protecting public health, said that the deaths were reported by the drug’s manufacturer, Danco Laboratories, and promised that the agency would be investigated. The media reports that at least 7 women have died in the United States after using RU-486, including 4 California women who died after using the drug according to abortion clinic instructions not recommended by the FDA.

Resolved… That the Republican Party and all elected officials will use their influence to have the FDA pull RU-486, Mifeprex, from the market.

Whereas… Colorado Republicans respect and welcome all Republicans as part of our great party; and support each persons right to hold a personal opinion on any issue; and support party unity; and must focus not on the areas on which we differ, but on the areas which we agree:

Whereas… In the spirit of America’s founding document, the Declaration of Independence, that affirms the self-evident truth that all men …are endowed by their Creator with certain unalienable rights and among these are life…; and that 45 million babies have lost their lives through abortion in the last 33 years; and we commend those who provide alternatives to abortion by meeting the needs of mothers and offering adoption services, and we support judges who respect traditional family values and the sanctity of life:

Resolved… That the Colorado Republican Party pledge to end this national holocaust and foster respect for all life by supporting a human life amendment to the U.S. Constitution that guarantees all humans a right to life from the point of conception to the time of natural death.
RESOLUTION #46-RIGHT TO LIFE

Whereas… The purpose of the U.S. Constitution is to “promote the general Welfare, and secure the Blessings of Liberty to ourselves and our Posterity”; and the Preamble of the Colorado Constitution states that “with profound reverence for the Supreme Ruler of the Universe”, (it was ordained and established to) secure the blessing of liberty to ourselves and our posterity; and Colorado became the 1st state in the nation to legalize the killing of innocent, defenseless human beings by abortion when the bill was signed into law on April 25, 1967 ; and the damaging effects of abortion on women physically, psychologically and sociologically have been well documented:

Resolved… That the Republican Party recognizes the harm the 1967 legislation has caused and we encourage our party and all elected officials, especially those at the state level, to support the choice of life and enact pro-life legislation putting an end to the innocent blood shed.

Resolved… The Larimer County Republican Party calls on Congress to limit total legal immigration to less than 200,000 per year.

Whereas… The labor force of Colorado is largely Hispanic; and present immigration laws are difficult for Hispanics to immigrate legally to the United States; and, it is desirable for the safety and economic well being of citizens of the United States to protect our borders from illegal immigration:

Resolved… That immigration laws be revised to allow Hispanics who have secured work to immigrate legally.

Whereas… It is the responsibility of the government to provide secure borders to this state and to this nation; and with such responsibility government agencies such as the Immigration and Naturalization Service (INS) have been established; and since there has been established by government methods for legal means to enter this country.

Resolved… That the State of Colorado shall not harbor, nor give free passage, nor permit in any way the illegal immigration of people into or through this state nor within this state and that violation of the sovereign borders of this state and nation shall mean immediate detention by law enforcement agencies.

Whereas… The Constitution has been construed to mean that any child born in the United States automatically becomes a U.S. citizen; and thousands of illegals cross the Mexican border to give birth to a child in the Untied States and therefore have what they call an “Anchor Baby”.

Resolved… That only children born to legal citizens are citizens of the United States.
RESOLUTION #54-IMMIGRATION

Whereas… Population Survey studies collected by the Census Board indicate that the last 5 years have witnessed a record level of immigration legal and illegal; and in states with high illegal immigrant influx unemployment of natives has increased to 10% of those between ages 18 to 64 who are employable:

Resolved… The legislature of Colorado must account for how well the present laws in Colorado are being executed regarding hiring of illegals and regarding the enforcement of immigration laws by Colorado’s justice system.

Whereas… Illegal immigration is an unnecessary burden on Colorado; and the federal government has failed to take action it is time for Colorado to act:

Resolved… That the Republican Party supports the Defend Colorado Now Initiative, which will deny taxpayer funded benefits to those unlawfully present in Colorado, except for K-12 education, medical emergencies and any other service required by federal law.

Whereas… The impact from the growing immigrant population on state, county and city budgets, local service delivery and community life require special legislation to fund the additional police and legal authorities to solve the enormous financial deficit from undocumented, illegal immigration:

Resolved… Collaborate with local officials with adequate funding to develop thoughtful and comprehensive illegal immigration control and reform.
RESOLUTION #57-IMMIGRATION

Whereas… Illegal aliens are likely to return to their own country if they cannot find a job and internal support:
Therefore let it be
Resolved… Employers must verify each new hire has a valid social security number, name and birth date, or a valid visa; and, employers who knowingly hire illegal aliens will be prosecuted and severely fined; and bankers must require each new customer present a valid drivers license or equivalent identification when opening a bank account.

Whereas… Our open borders make it possible for terrorists to enter our country in force; and 155,000 non-Mexicans came across the Mexican border last year; and more than 70% of the American people oppose open borders, amnesty programs and benefits for illegal aliens:

Resolved… That the Republican Party oppose any form of amnesty and/or a guest worker program for illegal aliens; and the U.S. and Colorado do what ever is necessary to control our borders, stop all illegal immigration, enforce all existing immigration laws and prosecute violators to the full extent thereof.

Resolved… That the United States government build and adequately patrol a fence, impenetrable to human passage, on the entire length of the U.S./Mexican border for the purpose of controlling immigration into the United States.

Resolved… That Colorado adopt a comprehensive, state wide transportation plan which has as its key stone utilization of mag lev monorail, high speed fixed rail and rubber tired trains in dedicated lanes in the I-70 corridor, I-25 from north to south borders, and in corridors from Ft. Collins, Aurora/Denver, Colorado Springs and Pueblo to the eastern border to facilitate travel of service work force to the metro areas.
